National plan involved two hubs.
First hub: Search, Monitor and Management of Red Tide.
Objectives:
- Public Health protection in collaboration with Ministry Of Health and Municipalities of the State.
- Natural and farmed fish wealth protection.
- Import and Export fish protection.
- Tourism and marine leisure clubs protection.
- Environmental systems protection.
- Response to sudden disasters of Red Tide.
Elements of Monitoring Program
- Recording notes and special data of Phytoplankton, fish perishing and unnatural manners of fish movements.
- Collecting samples of Phytoplankton, fish and shells of sea from locations where phenomena took place.
- Analysis samples to define types, quantities and toxicity of algae causing this phenomenon.
- Evaluating the results of analysis.
- Collecting and analyzing information.
- Executive steps to mitigate the problem.
The Benefits of the Program
- Ability of detection of harmful Phytoplankton types and analysis of its toxicity.
- Ability of monitoring and predicting harmful plankton with low costs in short time.

- Conducting field surveys of Phytoplankton in the State
- Defining the resources of nutrients.
- Conducting Remote Sensing Studies (Aerial photographs).
- Developing the digital modules.
- Conducting studies and researches to control red tide phenomena.
- Regulating the process of water balance.
- Using up-to-date techniques for early warning.
- Training persons working in marine environment science.
